Anthropic's February legal plugin launch for Claude Cowork triggered sharp declines across legal technology and software stocks, with Thomson Reuters falling 16%, RELX dropping 14%, and Wolters Kluwer declining 13% on February 3.
The San Francisco-based AI company launched legal-focused plug-ins for Claude Cowork on Friday, January 31, enabling automated contract reviews, legal briefings, and templated responses for in-house legal teams. The announcement marks Anthropic's expansion from an AI model provider to application-layer software, representing the first direct push into legal technology by a major large language model provider.
Market Reaction

Thomson Reuters shares plummeted 16% on February 3, while RELX, which owns LexisNexis, fell 14% and Wolters Kluwer dropped 13% the same day. The selloff extended into subsequent sessions, with Thomson Reuters declining an additional 2% on Wednesday and RELX posting a cumulative 20% decline over five trading days.
London Stock Exchange Group slid 6.9% on Wednesday, extending Tuesday's 13% drop. LegalZoom also experienced share price declines despite operating a different business model from legal data providers. The S&P 500 software and services index declined nearly 13% across five consecutive sessions, now down 26% from its October peak.
Indian IT exporters posted their worst single-day performance since March 2020, with the IT sub-index falling 6.3%. Infosys led declines at 7.3%, while TCS and HCLTech fell 5.8% and 5.1% respectively.
Private credit firms lending to software companies saw parallel losses. Blue Owl Capital tumbled 9.8% on Tuesday, while Ares Management and KKR dropped 10.2% and 9.7%, respectively.
Product Details
Claude Cowork plug-ins automate legal tasks, including contract review, document analysis, regulatory compliance monitoring, and NDA triage. The tools target in-house legal teams rather than legal research workflows, focusing on routine document processing and templated response generation.
The legal plug-in represents one component of Anthropic's broader Cowork release, which includes similar automation tools for sales, marketing, and data analysis. Unlike Claude Code, which operates through terminal commands, Cowork provides no-code access to agentic AI capabilities that can plan and execute multi-step workflows.
Industry Context
Legal data companies Thomson Reuters, RELX, and Wolters Kluwer have built proprietary databases of case law and contract precedents over decades. These platforms currently integrate AI capabilities while maintaining control over underlying legal research data, which remains separate from the contract review and document processing functions Claude's plug-in targets.
"It feels like an illogical leap to extrapolate Claude Cowork Plugins, or any similar personal productivity tools, to an expectation that every company will hereby write and maintain a bespoke product to replace every layer of mission-critical enterprise software they have ever deployed," said Mark Murphy, Head of U.S. Enterprise Software Research at J.P. Morgan.
"We are not yet at the point where AI agents will destroy software companies, especially given concerns around security, data ownership, and use," said Ben Barringer, head of technology research at Quilter Cheviot.
Financial analysts at Morningstar maintained wide-moat ratings and fair value estimates for Thomson Reuters, RELX, and Wolters Kluwer despite the stock declines. Thomson Reuters generates 45% of earnings before interest and taxes from legal operations, while RELX and Wolters derive 10%-13% of EBIT from legal divisions.
Competitive Landscape
The announcement broadens AI disruption concerns previously centered on AI-native legal startups like Harvey. Anthropic's move follows similar efforts by OpenAI to build industry-specific applications beyond foundational AI models, as both companies face pressure to demonstrate enterprise revenue beyond API access fees.
European software stocks also retreated, with SAP dropping nearly 4%. Advertising stocks remained under pressure, with France's Publicis falling 4.1% and Britain's WPP declining 3.3%. Japanese software developers NEC, Nomura Research, and Fujitsu declined between 8% and 11%.
Nvidia CEO Jensen Huang characterized fears about AI replacing enterprise software as "illogical," stating that "time will prove itself." Thomson Reuters is scheduled to report quarterly earnings on February 5.
