Thomson Reuters announced on February 24, 2026, that one million professionals now use CoCounsel, its professional-grade AI platform, across 107 countries and territories, as regulated industries move from testing AI tools to embedding them into daily workflows.

This milestone matters because it signals that AI adoption in high-stakes fields like law, tax, and compliance has crossed a critical threshold. Professionals are no longer evaluating AI; they are depending on it for work that carries legal and financial consequences.

The Core Problem

General-purpose AI tools can produce plausible-sounding answers, but they fall short in regulated environments. Legal, tax, and compliance professionals need outputs that hold up in courtrooms, audits, and regulatory proceedings.

These professionals require AI that retrieves authoritative sources, verifies citations, and applies jurisdiction-specific rules. A system that gets things mostly right is not acceptable when errors carry professional or legal consequences.

CoCounsel was built to address this gap. It integrates licensed content refined over 175 years, incorporates expert-developed validation logic, and delivers structured, citation-backed outputs.

The platform now serves one million professionals across 107 countries and territories. CoCounsel powers intelligent capabilities across multiple Thomson Reuters products, including CoCounsel Legal, CoCounsel Tax and Audit, and ONESOURCE+.

The platform operates across high-stakes industries including legal, risk, compliance, tax, accounting, audit, and global trade. Its reach across more than 100 countries reflects adoption beyond any single legal or regulatory system.

Steve Hasker, President and Chief Executive Officer of Thomson Reuters, commented on what is driving adoption: "Professionals are not deciding whether to use AI anymore. They are deciding which AI they trust when their reputation and their clients' data are on the line."

What Comes Next

Thomson Reuters is preparing the next generation of CoCounsel Legal, which is entering beta soon. This version is designed around conversational task execution, allowing legal professionals to describe an objective the way they would brief a colleague.

Once given an objective, CoCounsel will build a plan, retrieve authority from Westlaw and Practical Law, search relevant documents and precedent, analyze the material, verify citations, and deliver structured work product within a single system.

David Wong, Chief Product Officer at Thomson Reuters, explained the rationale behind the platform's design: "When the work matters, the AI must be professional grade. Professionals need systems that can complete sophisticated work within the standards they are accountable to every day."

Additional next-generation capabilities within CoCounsel Tax and ONESOURCE+ are planned for later in 2026.

The broader shift underway is clear. Firms across regulated industries are moving away from standalone AI experiments and embedding AI directly into the platforms they already use for research, drafting, and compliance work.

CoCounsel's multi-model architecture, which draws on frontier models alongside proprietary AI technology and structured datasets, is designed to maintain performance control and system-level oversight as these workflows grow more complex.
