Legora Acquires Qura for AI Legal Research

Legora acquires Stockholm-based Qura to build an AI-native legal research platform.

Stockholm-based legal AI company Legora acquired Qura, an AI-native legal research startup, on April 23, 2026. The acquisition aims to strengthen Legora's collaborative AI platform for legal professionals by integrating Qura's structured legal database technology across multiple jurisdictions.

This deal is significant because legal research is one of the most challenging unsolved problems in legal AI. Most legal data sits behind proprietary systems and fragmented archives, making it inaccessible to general-purpose AI models. Qura's infrastructure directly addresses this gap.

The Core Problem

Only a small fraction of legal data is publicly indexed. The rest exists behind proprietary publisher systems, fragmented archives, and unstructured sources.

Even when data is accessible, legal AI systems must handle complex hierarchies, evolving case law, and jurisdictional differences. Most current tools rely on basic retrieval methods that cannot accurately reason over this complexity.

What Qura Built

Founded in 2023, Qura built structured, AI-native legal databases that go beyond standard retrieval methods. Its system is designed to understand legal information in context, not just locate it.

The company has already deployed its product across 27 jurisdictions in competition law. It has won clients at law firms that previously relied exclusively on traditional legal publishers. Qura's revenue has grown 40% month-over-month.

Strategic Fit

Legora evaluated legal research startups globally before selecting Qura. The Qura team will join Legora's existing legal research organization. The combined team will focus on expanding into larger markets, with the United States identified as a primary target.

The acquisition follows a strong growth period for Legora. The company recently surpassed $100 million in annual recurring revenue. Its latest Series D funding round valued the company at $5.55 billion.

Legora currently serves over 1,000 law firms and in-house legal teams across more than 50 markets. Adding Qura's research infrastructure is intended to deepen the platform's capabilities for those existing clients while supporting international expansion.
