SOVRA Buys Edilex to Build AI Procurement Tool

SOVRA acquires Edilex to launch an AI-powered Contract Lifecycle Management platform for public sector agencies across North America.

SOVRA, North America's leading public sector procurement platform, acquired Edilex, a Quebec-based contract authoring software company, on March 12, 2026. The deal aims to build a unified, AI-powered Contract Lifecycle Management (CLM) platform for government agencies in both Canada and the United States.

This acquisition matters because thousands of public sector agencies still rely on manual contract drafting. That creates version control problems and slows down procurement between legal and procurement teams. A dedicated CLM platform for government could remove these bottlenecks at scale.

The Core Problem

Public sector procurement teams currently build contracts by hand. This process creates repeated errors, inconsistent document versions, and delays when legal and procurement departments work separately.

SOVRA connects more than one million suppliers with over 7,000 public sector agencies across North America. Despite this scale, contract authoring within those agencies has remained largely manual. The company identified this gap and subsequently addressed it through the Edilex acquisition.

What Edilex Brings

Edilex builds contract authoring software specifically for public sector teams. Its tools allow non-technical users to assemble compliant contracts using pre-approved templates, drag-and-drop clauses, and automated logic.

Edilex offers two main products. Edilexpert is built around Quebec's public procurement regulations. Legalflo is its next-generation platform designed for broader use across government departments beyond procurement. Both products hold ISO 27001 certification and operate on SOC 2-compliant hosting, meeting high security standards required in the public sector.

Thousands of procurement and legal professionals use the company's software. Its products centralize contract templates, clauses, and drafting projects inside a secure, collaborative environment.

The CLM Platform Plan

SOVRA plans to incorporate Edilex's contract authoring technology into a single, unified CLM platform. This platform will cover the full contract lifecycle from source to signature. SOVRA says it will add AI-driven automation and public sector compliance features on top of Edilex's existing foundation.

CLM, or Contract Lifecycle Management, refers to software that manages every stage of a contract, from drafting and approval to execution and renewal. Most CLM tools available today are built for private sector companies, not government agencies.

SOVRA plans to unveil the new platform later in 2026. It will use its existing distribution channels and customer relationships across North America to drive adoption among Canadian and United States public sector markets.

SOVRA has not disclosed the financial terms of the acquisition.
